1. Marriage Application Requirements

  • A male at the time of marriage must be at least 18 years of age or a female at the time of marriage must be at least 18 years of age or older, except that a female who is at least 16 years of age may receive an application and be married with the consent of at least one parent or guardian. Such consent must be in writing and signed before a notary public. The signed and notarized consent must be submitted with the application.
  • The Application for Marriage License must be signed by both.
  • Provide a photo of applicants as they would not be able to initially meet the marriage coordinator in person (facing directly into camera, bust, not smiling, no shades (e.g., dark glasses, sunglasses, goggles, prescription glasses excepted).

2. Provide Two (2) forms of IDs

  • Each Applicant must submit proof of age. This may be done by submitting an official government issued identification card with the applicant’s photograph on it, either from the CNMI or the applicant’s country of origin.
  • The identification card or document may be a
    1. Passport
    2. Driver’s License
    3. Residency Identification card
    4. An original certificate of live birth, while acceptable, is not required.


*All documents submitted must be translated
into English at the applicant’s expense.

3. Submit Required items from line 1 and 2

  • Submit required documents and information from line I and 2 to marriage@mos.gov.mp
  • The application for a Marriage License must be signed by both applicants and the proper authority. In this case is the Mayor’s Office.


*Allow 24 hours after submission for processing or the next business day.

4. Certification Letter for Payment

  • Once applications and supporting documents have been reviewed and processed, a certification letter will be provided via email indicating the Marriage Fee.
  • Certification letter will be provided by the Mayor’s Office marriage coordinator or other authorized designated personnel.

5. Receipt of Payment

  • Make payment of applicable fees for Marriage License at Revenue and Taxation Cashier’s office in Dandan at the Joeten Dandan building. * Fee(s) is non-refundable.
  • Email a copy of the payment receipt to marriage@mos.gov.mp

6. Schedule date for Ceremony

  • After submission of all required documents and payment, the marriage coordinator will contact you via email or phone for a ceremony date.
  • Two (2) witnesses must be provided by the applicants to be present during the ceremony

7. Pick-up official Marriage Certificate at recorder's office

  • After the completion of the ceremony and the marriage license has been signed by all parties including the Mayor, a copy will be provided to the recorder’s office.
  • Applicants are able to pick-up their official marriage license at the Recorder’s Office located at the CNMI Judiciary Guma Hustisia.
